Mini-site development isn't a cake walk, but you are right that it's one area where there is money. TropicalBirds.com might not make a ton of money with Adsense (yet), but I did sign up my first advertiser who will have six featured listings as of tomorrow. It's not a ton of money, but it's much more than PPC would have ever earned.

IMO, the key is to have a well-targeted domain name, a nice looking website, and good content. I don't think I would have been able to sign up this advertiser if the domain name was TropicalBirdsInformation.com, and I don't think the advertiser would have advertised if it wasn't an informational site and if it didn't look nice.

Development is a lot of work - as Darren posted a while ago and you've echoed. However, there can be money to be made from a developed website.
